What the Florida Constitution says

Article VII, Section 5 of the Florida Constitution provides that no tax upon the income of natural persons who are residents or citizens of the state "shall be levied by the state, or under its authority, in excess of the aggregate of amounts which may be allowed to be credited upon or deducted from any similar tax levied by the United States or any state." With no such federal credit in place for individual income, Florida has no personal income tax and no state withholding form.

That leaves the federal pieces: 22% income tax withholding under the flat method, 6.2% Social Security and 1.45% Medicare — 29.65% in total. A $1,000 bonus nets $703.50; a $5,000 bonus nets $3,517.50. If payroll adds the $5,000 to a regular $3,000 biweekly check instead, the aggregate method leaves $3,451.19.

Commuters and part-year residents

Living in Florida does not shelter pay for work done in a state that taxes wages. Someone who lives in the Panhandle and works in Alabama has Alabama tax withheld ($250.00 on the same bonus at Alabama's 5% option), and a Georgia worksite means Georgia's 4.99% ($249.50). People who moved to Florida during the year can owe their former state on a bonus earned while they lived there.
