Vermont's 2026 Income Tax Withholding Instructions, Tables, and Charts (GB-1210) group annuities, supplemental payments and deferred compensation together. Periodic payments use the Vermont wage charts; "for nonperiodic payments, the Vermont withholding can be estimated at 30% of the federal withholding." With federal at 22% that works out to 6.6% of the bonus: $330.00 on $5,000, $594.00 on $9,000.
Change the federal method and Vermont follows
Because the Vermont figure is a fraction of federal withholding, anything that raises federal withholding raises Vermont's too. If payroll aggregates the $5,000 bonus with a $3,000 biweekly paycheck, federal withholding becomes $1,166.31 and Vermont's 30% becomes $349.89.
It is an estimate by design
GB-1210 adds that "in all cases, the taxpayer is responsible for ensuring the correct amount is withheld to avoid underpayment of the Vermont tax liability." Vermont also requires withholding for residents whenever federal withholding is required on these payments.
A larger example
On a $20,000 bonus, the 22% federal rate means $4,400 of federal withholding and $1,320.00 for Vermont. If payroll aggregates the same bonus with a $3,000 biweekly paycheck, federal withholding rises and Vermont's 30% follows it to $1,893.51.
